Alfred Yalda, T.E.
Senior Traffic Engineer

Mr. Yalda has over 28 years of traffic and transportation engineering experience. Prior to joining JLP, he served as a Principal Traffic Engineer with the City of Anaheim Department of Public Works for over 17 years, and the City of Los Angeles Department of Transportation for 5 years. Mr. Yalda is well regarded for his ability to apply strong fundamental traffic engineering knowledge to custom situations. He is knowledgeable about municipalities, the California Department of Transportation (Caltrans), the California Public Utility Commission (CPUC) and many other aspects of traffic engineering related to at-grade crossings with railroads.

Mr. Yalda’ s experience includes traffic safety for railroads including preemption calculation, right of entry coordination with railroads, safety measures for at- grade crossings, quiet zones and applying CPUC requirements for railroad crossing safety. Mr. Yalda is also an expert in design of signing/striping plans, traffic control plans for detours/construction, expert witness testimony, traffic circulation, traffic impact/parking studies, traffic safety, traffic calming, radar speed zones, pedestrian, bicycle and school safety studies, development site review, parking lot design and optimization. 

Mr. Yalda is a licensed Professional Engineer in the states of California, Washington, Oregon and Colorado.
